gnu: rhash: Update to 1.3.6.
On core-updates, "guix refresh -l rhash" reports that 2739 rebuilds will
be needed. How many rebuilds are required on master? If it's a similar
number, then I think this commit should be reverted.

What do you think?
On master, only a few packages depend on rhash, via cmake-3.11. The
default cmake is ***@3.7.2.

On core-updates, commit 89db6c6de97d717c9c2b49d94305381f998b0ca2 updates
the dfault cmake so it depends on rhash, which explains the big reverse
dependency graph.

So, I think this commit is okay for master.
